Guemes Ferry Extended Service Monday-Thursday

Evaluation of Skagit County Public Works Proposal for BOCC meeting 5/23/06

County Unpublished Assumptions:

The extended service will cost about $100,000 annually. PW supported this with calculations that totaled $72,596/yr for crew wages only.

All additional crew will be staffed with on call part time (no benefits) $16.79/hr. (Operating cost from the 2003-2005 Deficit Reimbursement reports show each scheduled ferry run costs $208 or $173,000/yr for Extended Service)

PW used no additional fuel, maintenance or wear and tear costs.
A crew of 4 will be scheduled for all additional ferry runs.

Revenue for Extended Service is estimated from the results of the Guemes Island Property Owners Association (GIPOA) survey sent to 830 property owners 2006.

PW reported that 187 of 548 survey respondents favored extended service. (however only 29% voted for 10 PM or later ferry service)

PW assumed all estimated usage will result in new revenue (this question was not even considered in the survey).

PW assumed all survey respondents use the ferry year round (50.9% said they were year round residents).

PW assumed all ferry users either pay cash fare or use multi-user tickets (34% of the registered voters on Guemes are either seniors or disabled and pay 1⁄2 the cash rate for C/D and nothing as passengers.)

PW did not contact GIPOA for clarification of any of the survey data.

Other Public Work’s unpublished assumptions:

The trial Period should be 2 years long (60% of GIPOA said there should be no trial, only 21% of those suggesting a trial said it should be over 1 yr)

Disregard the Ferry Committee registered voter advisory ballot, with a 67 % return, voting 75% against extended service.

Disregard that 62% of GIPOA survey respondents voted: no for Extended Service and yes for completion of GIPAC sub-area planning process before change.

Disregard that 65% of the “Operations Management Analysis “ in 2003 voted against Extended Service and only 16% voted for 10PM or later service.

Disregard the concerns of Anacortes 6th street residence about noise and parking.

Extended Service ferry schedule change recommended by Public Works

Extended Service schedule includes movement to a standard 30 minute schedule for the entire operation, for unknown reasons. Abandons the “on-demand” operation philosophy.

New schedule reduces ferry capacity between 6:30 AM and 6:00 PM from 23 runs to 20.5 runs, a 10% reduction.

The new schedule forces riders that that use the “on demand” 6 PM run to take much later ferries.

The change in the 6:30 AM to 6:00 PM portion of the schedule will add to the confusion in evaluating the Extended Service portion

Waiting for one year to start evaluation, tracking and reporting the impact on revenues and cost is inappropriate.

Any trial resolution must include criteria and procedures for evaluation of performance in a timely manner.
