This regular Work Meeting convened at 10:00 AM at the Skagit Fire District #!7 fire hall on 19 Dec 2011. Present: Commissioners Richard (Nick) Nicolls, Jim Dugan, Jack Fees; Commissioner Elect Armen (Chip) Bagosian (arrived late to the meeting); Fire Chief Mike Stamper; Asst. Fire Chief Gerry Francis.

Two resolutions, as submitted by Commissioner Dugan, were read:

• Resolution No. 30 1, rescinding previous Resolution No. 184 which provided for an annual cost-of-living adjustment for all salaried employees as of 13 Nov 2011.

• Resolution No. 302 providing for an increased Response/Call-out Stipend from $3.00 to $5.00 retroactive to 01 Nov 2011.

Both resolutions were passed unanimously by the Commissioners.

Commissioner Dugan then questioned Asst. Chief Francis at some length about his decision to purchase radio batteries from a vendor in Florida rather than from a local vendor where the commissioner had determined that they were a bit cheaper. The Asst. Chief replied the he had not found this to be true when he researched the item and that he felt that he had exercised due diligence in the purchase. Commissioner Dugan continued to go over the matter with the Asst. Chief for some minutes who thereupon angrily resigned from his positions of Asst. Chief and Maintenance Man and departed the meeting. Commissioner Nicolis then reprimanded Commissioner Dugan for provoking the Asst. Chief over such a relatively minor matter whereupon Commissioner Dugan also angrily resigned, turned in his key to the fire hall and departed the meeting.

Commissioner Elect Bagosian then arrived at the meeting and was informed of what had transpired prior to his arrival. There then ensued a brief discussion of the 2012 budget with the Chief indicating he would have a formal budget proposal prepared to present at the next regular meeting. The meeting was adjourned at approximately 11:00 AM.
