GIPAC  Minutes

May 2, 2016  

 

The meeting was called to order at 6:40 by Chair Nancy Fox.

Members present: Nancy Fox, Steve Orsini, Hal Rooks, Michael Brown, Allen Bush, Patty Rose, Gary Curtis, Emeritus. Citizens present: Edith Walden, Sally Stapp, Doug and Dianne Nelson.

Minutes of the March 28 meeting were approved as amended.

Treasurer’s Report:  Checking balance: $3,315.41, Roz Glasser Account balance: $10,476.77.

Updates: County Planning Process-Shorelines and Comprehensive Plan

Hal reported on the Planning Commission meeting held on April 19. The proceedings indicated that the Planning Commissioners generally do not support the Guemes subarea plan or subarea planning in general.

Previous to the meeting, several GIPAC members had gone over the Guemes map showing shoreline changes with Betsy Stevenson for two hours. She found most of our findings on specific lots were correct. She did not, however, bring all of our suggestions before the Planning Commission for their consideration. 

    Shoreline Environment Designation map changes: all changes we suggested were made except for the changes to the ferry dock designation. It was agreed that we will ask the County for more background on zoning for the ferry dock.

 

    Require accessory buildings to be located landward of principal structures. Planning recommended consideration of this proposal, but the Planning Commission did not approve it.

Many of our recommendations were not put forward for Planning Commission consideration:

   Reduce administrative variance for shoreline setbacks to 25%.

    Prohibit docks

    Prohibit mining

      Prohibit aquaculture

      Give GIPAC and island media notice of administrative variances

      Pursue a tree cutting and clearing ordinance

There will be another hearing on the Shoreline Master Program with the County Commissioners.

Discussion: strategy for working with County Planning Commission, County Planning Department and County Board of Commissioners. Michael suggested that we may need another public meeting. There was discussion of the mandate we have received from islanders. Allen explained the AIA planning charrette in 2005, where 188 people attended.        

Going forward we may be able to avoid some problems with the planning commission if we specify on Guemes Island…before we make a statement.

Steve Orsini stated that once the Shoreline Master Program is decided by the county and state, it can be appealed to the Growth Management Hearings Board to appeal.  Futurewise and Evergreen Islands would likely support us.

After much discussion it was decided that we need to pursue the planning process, prioritize our suggestions, make incremental changes, and educate the County Commissioners. Hal, Nancy and Michael will meet with Commissioner Lisa Janicki this week.  There was also discussion about inviting the Planning Commission to the island for a visit.
