June 4, 2018

Commissioner Margeson called the Regular Fire Commissioners meeting to order at 7:00PM.

Present: Commissioners Margeson, Murphy, Crawford, Chief G. Francis, Assistant Chief O. Snell,Mechanic L. Pyke, Treasurer Davelaar, Secretary Kankaala.

The minutes of May 7 were unanimously approved.

Treasurer’s Report: Beginning June Operating Fund cash balance was $72,372.23. Beginning June General Investment Fund balance was $11,531.66.  Beginning June Capital Fund cash balance was $72,844.83. Beginning June Capital Investment Fund balance was $144,332.33. Grand total is $301,081.05. May expenses were $3,438.27. Payroll for May was $2,842.00, and FF stipends were $1,695.00 for a grand total of $7,975.27 in May expenditures. May revenue included $19,355.79 in taxes collected, $250 in donations, $11.83 in Timber Excise, and $15.45 in interest.

Open: None

Chief’s Report: See attached report for a list of drills and responses. GIFD upgraded to a power load stretcher, in order to be compatible with AFD’s new ambulance.

Old Business: District 17 Fire Commissioners sent a letter to Skagit County Human Resources, and the Skagit County Commissioners, stating that District 17 Commissioners prefer that the 20 minute requirement be upheld for all employees, not just those ferry employees wishing to respond to emergency call outs. District 17 Commissioners have not received a response.

District 17 Fire Commissioners sent a letter to Captain Rachel Rowe, regarding putting up the Fireworks sign on the Guemes Ferry superstructure.

Secretary Kankaala reached out previous secretaries of GIFD and it is concluded that GIFD has never complied with Washington State Archival requirements. Secretary Kankaala is in the process of working with Washington State Archives to get GIFD in compliance.

New Business: GIFD will put out the “No Fireworks” signs on June 15, and Secretary Kankaala will be sending a letter to GIPOA to encourage firework safety and responsibility.

The Commissioners reviewed the invoices from May 5, 2018 through June 1, 2018 and approved invoices in the amount of $3,438.27 and payroll of $2,842.00 for a total of $6,280.27

The next resolution will be 399.

The next regular meeting will be July9, 2018 at 7:00 PM in the Fire Hall.

The meeting adjourned at 7:20 PM.
