July 9, 2018

Commissioner Margeson called the Regular Fire Commissioners meeting to order at 7:00PM.

Present: Commissioners Margeson, Murphy, Crawford, Chief G. Francis, Assistant Chief O. Snell,Mechanic L. Pyke, Treasurer Davelaar, Secretary Kankaala, Matthew Enos

The minutes of June 4 were unanimously approved.

Treasurer’s Report: Beginning July Operating Fund cash balance was $66,023.29. Beginning July General Investment Fund balance was $11,563.11.  Beginning July Capital Fund cash balance was $72,844.83. Beginning July Capital Investment Fund balance was $32,669.46. Grand total is $183,100.69. June expenses were $13,356.41. Payroll for May was $3,209.00, and FF stipends were $1,905.00 for a grand total of $18,470.41 in June expenditures. June revenue included $943.77 in taxes collected, $375.00  in donations, and $15.72 in interest.

Note: June’s expenses included tires for 1711 at $2,728.60, hose testing at $1,801, and Stryker Medical for a power load upgrade at $2,827.56.

Chief’s Report: See attached report for a list of drills and responses. GIFD Commissioners thank Tom Hancock for donating the labor to build cabinets in 1701.

Old Business: District 17 Fire Commissioners sent a letter to Skagit County Human Resources, and the Skagit County Commissioners, stating that District 17 Commissioners prefer that the 20 minute requirement be upheld for all employees, not just those ferry employees wishing to respond to emergency call outs. District 17 Commissioners have not received a response.

GIPOA sent a thank you letter to the District 17 commissioners for orchestrating the “No Fireworks” sign placement on the ferry superstructure.

New Business: Since Medical Officer Kankaala has completed a six month probation period at $300 per month, his salary will be increased to $420 per month - see Resolution 388. Commissioner Murphy made a motion to approve the salary increase to $420 and Commissioner Crawford seconded. The motion passed unanimously. This will be Resolution 399.

GIFD, District 17, has acquired three new recruits. Rick Norrie and Richard Mann are interested in becoming volunteer firefighters, and Jefferson Butler is interested in becoming a junior firefighter.

The Commissioners reviewed the invoices from May 6, 2018 through July 7, 2018 and approved invoices in the amount of $13,356.41 and payroll of $3,209.00 for a total of $16,565.41.

The next resolution will be 400.

The next regular meeting will be August 6, 2018 at 7:00 PM in the Fire Hall.

The meeting adjourned at 7:25 PM.
