October 8, 2018

Commissioner Margeson called the Regular Fire Commissioners meeting to order at 7:00PM.

Present: Commissioners Margeson, Crawford, Chief G. Francis, Assistant Chief Snell, Mechanic L. Pyke, Treasurer Davelaar, Secretary Kankaala

Community Members present: Barbara Ohms and Wendell Philips

The minutes of September 17 were unanimously approved.

Treasurer’s Report: Beginning October Operating Fund cash balance was $25,797.78. Beginning October General Investment Fund balance was $11,618.29.  Beginning October Capital Fund cash balance was $72,844.83. Beginning October Capital Investment Fund balance was $32,823.30. Grand total is $143,084.20. September expenses were $8,681.24. Payroll for September as $3,304.00, and FF stipends were $1,825.00 for a grand total of $13,810.24  in September expenditures. September revenue included $3,149.72  in taxes collected, and $18.86 in interest, and $1,020.00 in Washington State Patrol Training Grant.

Note: This month’s expenses include a Skagit 911 West Side Project final payment of $2,902.03.

Chief’s Report: See attached report for a list of drills and responses. 

Old Business: Commissioner Crawford inquired about when Guemes Fire will be conducting sexual harassment training. The proposed plan is to conduct sexual harassment training on the same drill night as HIPAA training.

New Business: As in previous years, it has been proposed that District 17 use the Skagit County Auditor to be the Auditing Officer for Fire District 17 for the year 2019 at a cost of $4,416.53. 

Guemes CERT has asked to install a 45 foot guyed tower with added 15 foot antenna at the rear of Guemes Fire Station. A decision on whether the antenna can be erected has not been made. The main concern is that the fire department property may not be large enough to safely house the tower.

It has been proposed to increase the 2018 budget by $40,000 to cover costs. A decision to do so will be made in November, during the budget meeting, when all three commissioners are present.

The Commissioners reviewed the invoices from September 8, 2018 through October 5, 2018 and approved invoices in the amount of $8,68124 and payroll of $3,304.0  for a total of $11,985.24..

The next resolution will be 403.

A District 17 budget meeting will be held November 12, 2018 at 6:30 PM in the Fire Hall.

The next regular meeting will be November 12 at 7:00 PM in the Fire Hall. 

The meeting adjourned at 8:05 PM.
