Regular Commissioner Meeting

October 7, 2019

Commissioner Margeson called the Regular Fire Commissioners meeting to order at 7:00 pm. The meeting was recessed until 7:12 pm until Commissioner Crawford could join.

Present: Commissioners Margeson, Murphy, and Crawford, Chief Francis, Assistant Chief Snell,Treasurer Davelaar, Secretary Kankaala, Lieutenant Enos

The minutes of September 9, 2019 were unanimously approved.

Treasurer’s Report: Beginning September Operating Fund cash balance was $53,154.72. Beginning September General Investment Fund balance was $11,855.72.  Beginning September Capital Fund cash balance was $72,844.83. Beginning September Capital Investment Fund balance was $33,578.76. Grand total is $171,464.03.

September expenses were $1,716.25. Payroll for September was $3,079.10, and FF stipends were $1,500.00 for a grand total of $6,295.35 in September expenditures.

September revenue included $2,947.71 in taxes collected, $150.00 in donations, $14.84 in Verizon Account Credit Reimbursement , and $21.90 in interest.

District 17 Commissioners reviewed and approved the Treasurer’s Report, invoices, and firefighter stipends. Commissioner Murphy made a motion to accept the Treasurer’s Report, and Commissioner Crawford seconded; it was approved unanimously.

Chief’s Report: See attached report for a list of drills and responses. 

The Skagit County Fire Marshall will be sending out a letter to residences of property owners that have gated properties. Skagit County Ordinance requires Knox entry for Fire/EMS/Law Enforcement. The Knox Box set up, including box sets, mounting hardware, and software is estimated to cost between $3,300-$5,000.

The District 17 Commissioners signed the interlocal agreement with DNR.

District 17 has two AED batteries that are not needed. Chief Francis would like the two batteries to be declared surplus, so that the two batteries could be donated to another District. Commissioner Murphy made a motion to surplus the two extra AED batteries. Commissioner Crawford seconded. The motion passed. This will be Resolution 415.

Old Business:

The District 17 Fire Commissioners sent a letter to the Skagit Land Trust in regards to the safety of the bluffs at Kelly’s Point.

New Business:

The District 17 Fire Commissioners want to thank John Fillio and Joanne Nashem for the use of their mooring.

Puget Sound Energy is in the process of calculating our solar credits through October of 2019 and will send a reimbursement check by the end of the calendar year.

The next resolution will be 416.

The next regular meeting will be November 11, 2019 at 7:00 PM in the Fire Hall.

The meeting adjourned at 7:28PM.
