GIPAC: Minutes for April 5, 2021 Meeting

April 5, 2021 Meeting of the

Guemes Island Planning Advisory Committee



Hal Rooks opened the meeting at 6:35pm via Zoom. Present were Hal Rooks, Michael Brown, Kathy Malley, Allen Bush, Nancy Fox, Patty Rose and Steve Orsini.


Draft agenda was approved.


Draft minutes from March were approved.


Treasurer’s report - checking account balance $4597.76.

Roz Glasser Bequest balance $9,162.10


Public Comment – none


Updates/New Business


Kathy Malley gave the board an update on the Shoreline Master Plan timeline. It was agreed that GIPAC would wait until the formal draft plan was released before outlining our comments to the county. There will be a 45-day public comment period, and it’s GIPAC position that it should be 60 days. GIPAC will concentrate on the shoreline variance/setbacks and well regulation components.


Kathy agreed to assemble comments written by GIPAC-ers into a consistent document. Everyone on the board was encouraged to identify areas they wanted to work on and submit materials. Biggest topics remain: the County’s insistence that their SMP proposal should be adopted as both a comprehensive review and an 8-yr. periodic review; and the issue of setbacks, tree removal, and giving PDS too much administrative discretion to decide these matters.



Patty Rose gave a report on the water conservation brochures the committee printed up for short term rental owners, the resort and new homeowners. They will be distributed in April, and also available at both sides of the ferry dock.


Hal Rooks ended the meeting at 8:15 pm.
