GIPAC: Minutes for April 4, 2022 Meeting

April 4, 2022, Meeting of the

Guemes Island Planning Advisory Committee

Hal Rooks started the meeting at 6:35 via Zoom.  On the call were board members Hal Rooks, Allen Bush, Patty Rose, Jep Burdock, Michael Brown and Steve Orsini.  Kathy Malley was absent.  Also present were Gabe Murphy, Forrest Nelson, Phyllis Bravinder, Michael and Joanne Gray.

The draft agenda was approved.

The draft minutes from the March meeting were approved.

Treasurer’s report - Checking balance was $4,836.85.  The Roz Glasser bequest balance was $9,162.10.

Public Comment - Hal reported on the status of the USGS aquifer recharge study.  The team will start their work in the fall, around September, before the winter rains begin.  They will begin to take water level measurements on the study wells around the island.

New Business/Updates - It was agreed that starting in May the board will once again be meeting in the church.  Masks are strongly encouraged.

SMP Update – Evergreen Islands, Skagit Land Trust, and GIPAC sent a letter to the county requesting the county address sea level rise in the update.  Other counties surrounding the Salish Sea have included in their updates code revisions addressing the near certain impacts from sea level rise.  The county’s existing language dates from 2011 and does not reflect current estimates of the impacts on shorelines.

Edens Road/Beaver issue – Michael Brown reported that he had not yet heard back from the county as to their strategy concerning the road flooding issue on Edens.  The county has +/- $800k earmarked in the road budget for addressing the road.  He will report in May what the county plan will be.

Hal adjourned the meeting at 7:30pm.
